Wood, Rector of the George Mason University Board of Visitors, who sent a Letter of Intent to establish a Law School at George Mason University on November 15, 1973. A report was compiled for the General Assembly Commission on Higher Education by the State Council staff regarding the need for the establishment of new state law schools in Virginia. The State Council adopted a stance under the Virginia Plan for Higher Education stating that additional law schools would not be necessary "in the foreseeable future", though Marvin said he did not consider the position of the State Council "completely unalterable".&#13;

Marvin noted that the establishment of a law school was a two-step process, requiring: 1) recommendation by the State Council to the General Assembly and approval by the General Assembly, and 2) approval of a law degree-granting program by the State Council for Higher Education. Two pages.</text>
